It applies rough unit costs to produce a ballpark material total. It does not include doors, windows, fasteners, or foundation materials.

The 1.2× multiplier accounts for a standard gable roof pitch. A pitched roof covers more surface area than the flat footprint it sits over. Steeper pitches would increase this factor further.
